Vermont opened a public comment period Oct. 10 on a draft water-quality plan for the Ompompanoosuc, Stevens, Wells and Waits rivers and their watersheds. Comments are accepted through Nov. 11.

The Department of Environmental Conservation announced the Basin 14 review Oct. 9. The plan proposes about 40 actions to protect or restore waters in the portion of the Connecticut River watershed stretching from Hartford, Vermont, to Barnet.

Two hybrid meetings are scheduled for 6:30 p.m.: Friday, Oct. 16, at the Blue Mountain Union School Library, 2420 Route 302 in Wells River; and Thursday, Oct. 22, at the Anderson Hall Cafe at Thetford Academy in Thetford Center. The announcement provides online participation information.

The five-year plan addresses agricultural runoff, stormwater, wastewater and natural-resource restoration. It also includes voluntary lake-watershed projects for Halls Lake, Lake Morey and Lake Fairlee.
