Unitil says it joined Eversource and National Grid in sending Gov. Maura Healey an Oct. 27 response to her request for an accounting of electricity-transmission refunds.
Amanda Vicinanzo, Unitil's external affairs manager, confirmed the joint response in an Oct. 28 email to Six State Signal. In a follow-up email, she did not provide a copy, saying she was unsure whether the governor's office had made it public and that it would be best to get it from that office. Six State Signal has not obtained the letter or independently confirmed its contents.
Healey's Oct. 13 announcement said New England customers were owed an estimated $1.5 billion after federal regulators lowered the profits utilities were allowed to earn on transmission investments. That is a regional estimate, not the amount owed solely to Massachusetts customers.
Transmission charges pay for the grid that carries electricity from generators to local distribution networks. On Massachusetts electric bills, they are part of the delivery section.
Healey asked the companies to explain by Oct. 27 the amount owed to Massachusetts customers, a schedule for returning it and how customers would receive the money. Her office said federal regulators require the refunds to be completed by May 20, 2027, and urged faster payment.
How much Massachusetts customers will receive, when and by what method, and how the joint letter answers those questions, have not been confirmed.
