Massachusetts Question 4 would let eligible residents register or update their voting address at their polling place on Election Day, with a proposed effective date of Jan. 1, 2028.
It would not create same-day registration for the Nov. 3, 2026 election.
The official question summary says applicants would present proof of residence and sign an oath confirming their eligibility and that they have not voted elsewhere in the election.
Under the proposal, documents could include photo identification or other records showing a name and address, such as a utility bill or lease. A person without proof of residence could cast a provisional ballot. It would count only if the voter returned with the required information before polls close in a municipal election, within two days after a state primary or within six days after a state election.
Norma B. Shulman of YES on Election Day Registration argues the change would help people who move frequently. The Massachusetts Republican Party's opposing argument raises concerns about verification under Election Day time pressure. A no vote would keep current registration law.
