Rhode Island will add state financial assistance for eligible HealthSource RI customers in January, as enrollment for 2027 plans opens Nov. 1.
The Rhode Island Marketplace Affordability Program was created after enhanced federal premium tax credits expired. HealthSource RI expects the program to help more than 20,000 eligible current and former customers pay for coverage.
The final 2027 program rules target households below 200% of the federal poverty level and some above 400%. For the higher-income group, assistance applies when the benchmark plan, the second-lowest-cost silver plan available, would cost more than 18% of household income and income is the sole reason the household cannot receive federal tax credits.
Some customers can receive the new state assistance in addition to federal tax credits. A separate program may also help eligible parents and caretakers whose children receive Medicaid.
Open enrollment runs from Nov. 1 through Jan. 31, 2027. The marketplace advises enrolling and paying by Dec. 23 to receive an insurance card before Jan. 1.
