Private nonprofits in Carroll County that provide essential governmental services have until Dec. 7 to apply for federal physical-damage disaster loans for damage from the June 10 and 11 storm and flooding, under a major disaster declaration issued Oct. 7.

The declaration, FEMA-4947-DR, covers Public Assistance only, according to the SBA's notice in the Federal Register on Oct. 20. The notice names Carroll as the primary county and lists no contiguous counties.

Loan terms and deadlines

The notice says private nonprofit organizations that provide "essential services of a governmental nature" may apply. It lists a 3.625% interest rate for three categories: physical damage with credit available elsewhere, physical damage without credit available elsewhere, and economic injury without credit available elsewhere. It lists no loan categories for businesses or homeowners.

Applications for physical damage are due Dec. 7, 2026, and economic-injury applications are due July 7, 2027. The SBA assigned loan number 219706 to physical damage and 219710 to economic injury.

Applicants can apply through the SBA's MySBA Loan Portal at lending.sba.gov, at locally announced in-person sites, or by calling 1-800-659-2955. The agency's disaster customer service email is disastercustomerservice@sba.gov.
