A former Massachusetts Registry of Motor Vehicles title clerk and a second defendant face bribery charges alleging personal payments bought faster processing and exceptions to vehicle-title requirements.
Ashlee Jordan, 29, of Bridgewater, and Stanley Nazaire, 47, of Somerville, pleaded not guilty to all charges at their Oct. 27 arraignments in Norfolk Superior Court, according to the court dockets. Both were released on personal recognizance, meaning they did not have to post cash bail. The charges are allegations, not findings of guilt.
Indictments provided by the Norfolk Superior Court clerk's office on Oct. 30 place the alleged conduct between Feb. 16, 2020, and Sept. 14, 2021. Jordan worked as a title clerk at the RMV's Quincy headquarters, according to the attorney general's Oct. 28 announcement.
Prosecutors allege Jordan accepted personal payments to expedite title and registration transactions, including overnight processing, and accepted improper or incomplete paperwork, according to the attorney general's office. Her conspiracy charge alleges she worked with others to issue reconstructed titles for vehicles that previously had salvage titles without the required inspections.
Nazaire's bribery indictment alleges he paid Jordan for expedited and preferential title and registration services for himself and others. A separate count alleges he encouraged towing-company owners and staff to bribe her for those services.
Jordan faces one count each of accepting a bribe, using her official position to secure unwarranted privileges for others and conspiracy to commit title fraud. Nazaire faces one count each of paying a bribe and soliciting others to commit bribery.
Court records identify Karen J. Wayne of Karen J. Wayne Law, Inc., as Jordan's court-appointed attorney and Benjamin Urbelis of Urbelis Law, LLC, as Nazaire's privately retained attorney. Both lawyers' appearances are dated Oct. 27.
The court dockets list pretrial conferences in both cases for Dec. 15, 2026, at 2 p.m. before Judge Rosemary Connolly. Jordan's case is 2682CR00171; Nazaire's is 2682CR00172. The Signal reviewed both dockets through MassCourts on Nov. 3.
