Connecticut's economic development department has determined that the public improvements planned for New Haven's 2 Church Street development do not require an Environmental Impact Evaluation under the state's environmental policy law, according to the Oct. 6 Environmental Monitor.

New Haven's Board of Alders approved a development and land disposition agreement for 2 Church Street on Sept. 8, according to the city's legislative record.

The agreement identifies WE 2 Church Street LLC, an affiliate of Winstanley Enterprises, as developer. It describes a building intended to support the city's quantum technology and bioscience innovation cluster, along with tunnels, driveways and public improvements.

The project occupies a Downtown Crossing parcel bounded by Church Street, Martin Luther King Jr. Boulevard and South Frontage Road. The state identifies the proposal as part of the New Haven Quantum and Life Sciences Innovation Cluster.

The approved order identifies $34.7 million in state financing for tunnels, driveways and other site and traffic improvements. That total includes a $17.5 million infrastructure grant, a $13 million transportation allocation and $4.2 million redirected from an Arc Bridge grant.

The vote authorizes the mayor to execute the agreement and related documents. It does not itself establish that the land transfer has closed or that construction permits have been issued.
