Rhode Island cities and towns can apply for a new Housing Champions designation that offers preferential access to certain state funding programs, as funding is available.
The Executive Office of Housing opened the voluntary program Sept. 24. The office accepts applications on an ongoing basis and assesses them through a points system covering local zoning rules, long-term land-use plans, board-member training and infrastructure investments supporting housing.
Participating funding programs include Community Development Block Grants, several Commerce programs, environmental grants and the Rhode Island Infrastructure Bank's Community Project Assistance Fund. A designation provides a preference rather than a guaranteed award.
The program was enacted in 2025. Cities and towns can review the guidelines and apply through the housing office's program page. Eligible local actions include investments in sewer and water infrastructure and improvements that support walkable neighborhoods with access to public transportation.
