Developers and Topsham officials broke ground Sept. 30 on The Lupine, 183 apartments at 4 Union Park Road. Completion is expected in spring 2028.
Dave Holman of Holman Homes has not set the rents. He said the most affordable apartments should fall between $1,000 and $2,000 a month. He called the project "the kind of building you would get in a big city, but it's in a community setting like Topsham." Plans include a kitchen for cooking classes, a movie theater, a game room, and a gym. He said the town's policies were friendlier than in nearby towns, and that a suitable site mattered most: close to amenities, off busy streets. It will be built mostly on a parking lot. An existing office building stays.
Town Manager Mark Waltz said ten units are for households at or below 80 percent of area median income, and 51 more at or below 120 percent. "Hopefully it will ease the housing crunch a little bit," he said. Holman said the other apartments will likely be offered at a range of prices. "It's not all for one class or economic level," he said. Solhem Companies and Lumen Design and Development are partners. Momentum Design Group designed the building. Penobscot General Contractors is building it.
